Switch 3138 adds another tab to the EMiR User ‘card’ that sets whether that User can 

 Add Customers 

 Edit Customers 

 Delete Customers 

 Add Suppliers   

 Edit Suppliers 

 Delete Suppliers 

This will restrict what can be done with Customers and/or Suppliers on a User by User basis. Changed in ‘Data | Data | EMiR Users’ on the Customer/Supplier Access tab.
